6.1 The Planning Department: Preparing and updating the Infrastructure-Financing Plans and associated documents

The Planning Department is responsible for preparation of the Infrastructure-Financing Plans and associated documents. A large amount of information is collected, interpreted and quantified to produce the plans. The Planning Department only produces a portion of the information used in the process, however, and relies on other departments and consultants for most of the basic information on the types of infrastructure needed in specific areas and the cost of putting this infrastructure in place. The Planning Department is responsible for preparing all projections, calculating total infrastructure costs, developing estimates of tax offsets for both existing and future development, and allocating these costs and offsets across the various fee areas and sub-fee areas. The Planning Department also prepares the final documents and all mapping used in the documents.

Who provides the basic data used in the Infrastructure-Financing Plans and associated documents?

The Planning Department is responsible for establishing the format of the plans and managing the data collection and analysis processes, but requires assistance from other departments in a wide range of areas. Usually this assistance comes in the form of provision of data on existing and future facilities, facility standards, facility costs and demand for facilities. The departments must provide inventories of existing and future infrastructure, as well as descriptions of, and justification for, current City standards. Recent bid information on infrastructure projects, or estimates of infrastructure costs, are often also provided. When recent information on infrastructure costs is not available, the Planning Department will often commission studies by engineering or other consultants to determine what the cost of facilities would be in the current Phoenix construction market and to estimate the demand for certain types of facilities by different land uses.

6.2 Development Services Department: Responsible for calculating and collecting the fees

The Development Services Department (DSD) is responsible for calculating and collecting the fees. The Planning Department, which shares responsibility for the impact fee program with DSD, often assists with the calculation of fees in situations where there are many variables or complex issues. The Planning Department also assists DSD by providing maps, spreadsheets, tables and other tools in addition to the Infrastructure-Financing Plans. However, DSD is responsible for determining and then calculating fees before issuing building permits. This responsibility is just one of many associated with issuing development approvals. DSD also is responsible for approving site plans, collecting developmental occupation and other appropriate water-related fees and providing permits associated with land-use changes and structural improvements. With the exception of an administrative element of the impact fees, which are used to offset administrative costs incurred by Development Services and the Planning Department, all impact fees collected are deposited into accounts that are available to City departments for capital facilities expenditures.
