Development Impact Fees

Development Impact Fees are charged at the time building permits are issued to all development within certain growth areas of the city, with the exception of water and wastewater hookups which are paid when the permit is issued for the water meter. This Web site has been established to help you understand how the city calculates impact fees.

The city of Phoenix continuously updates the Infrastructure Financing Plan for the Development Impact Fee Areas of Phoenix (595 KB, PDF1). Impact Fee Update Information

On Nov. 15, 2006, the Phoenix City Council adopted changes to the Infrastructure Financing Plan and Chapter 29 of the Phoenix City Code (the Development Impact Fee Ordinance). In part, Section 29-14 of the code was amended to require an independent evaluation of one-third of the Development Impact Fee Program's public facilities categories on an annual basis.

Impact Fee Update: Policy Memorandum

The purpose of the Policy Memorandum is to provide a diagnostic review and evaluation of the city's existing development impact fee system, identify policy issues, and present alternatives for the city and stakeholders to consider when updating the impact fee program. The Impact Fee Update: Policy Memorandum (734 KB, PDF1) was adopted by the City Council on June 11, 2008.

Infrastructure Financing Plan for the Development Impact Fee Areas of Phoenix and Chapter 29 Development Impact Fee Ordinance

Updates to the Major Streets and Bridges, Parks and Trails, and Open Space Impact Fees, and changes to Chapter 29 Development Impact Fee Ordinance are the first in a series of annual updates. The amendment process began in early 2008, and it is expected that adoption will occur in fall, 2008.
